 Major Cuts to Temporary Resident Targets


The most dramatic shift is in the targets for temporary residents. The government is planning a steep reduction for 2026 compared to the 2025 targets.

 

  • Overall Temporary Residents: 385,000 (Down 43% from 673,650)
  • International Students: 155,000 (Down 49% from 305,900)
  • Temporary Foreign Workers: 230,000 (Down 37% from 367,750)

 

Important Context: While these cuts look severe on paper, 2025 admissions have already lagged far behind targets. For example, by August 2025, Canada had only admitted 29% of its international student target. So, this new plan may be aligning targets with the on-the-ground reality.

 

A Steady Hand on Permanent Immigration


While temporary targets are falling, the plan for new permanent residents remains stable and economically focused.

 

  • The 2026 PR target holds firm at 380,000.
  • A larger share 64% will be allocated to economic immigration programs (up from 59%).

 Reforming the Temporary Foreign Worker Program (TFWP)


PM Mark Carney has previously signaled that the TFWP needs a more "focused approach."
