The New Zealand government has announced major updates to its student visa policy under the International Education Going for Growth Plan, launched in July 2025. These changes are designed to attract more international students, ensure high-quality education, and manage migration effectively.
Extended Work Rights for Students
Starting November 3, 2025, international students enrolled in eligible tertiary or secondary programs can now work up to 25 hours per week, up from the previous 20-hour limit.
This new rule automatically applies to all student visas approved after November 3, even if the application was submitted earlier. Students holding older visas can benefit from the increased work hours by applying for a variation of conditions or submitting a new visa application.
Most student visa holders are already allowed to work full-time during holidays and summer breaks. If your visa remains valid beyond the summer, you can update your conditions later.
However, school students in Years 12 and 13 must still provide written consent from both their school and parents to work during term time.
Impact on Current Student Visa Holders
According to Immigration New Zealand (INZ), around 40,987 students currently hold visas with in-study work rights.
Many students may choose to wait until renewal or course completion before applying for the new 25-hour condition.
Inclusion of Exchange & Study Abroad Students
The new policy now extends to all tertiary-level exchange and Study Abroad program participants, even those studying in New Zealand for just one semester. This update strengthens New Zealand’s appeal as a global study destination for short-term international learners.
New Visa Requirements for Education Changes

must now apply for a new visa, rather than requesting a variation. Exceptions will apply only in cases where an institution closes unexpectedly.
